If small white bumps, without surrounding redness, and all over the shaft of the penis, then probably they are not pimples, just normal skin glands. They become more prominent with sexual maturity and are present in most men. Probably nothing is abnormal. But see a doctor for confirmation if you remain concerned.

No. They can be treated by your Urologist for they are probably benign 'pearly papules.
