I have round swelling like lumps on arms. as little as an inch in side and 1 cm thick maximum. is it fat lump? how can it be reduced and prevented

If these are movable they are probably benign fatty growths( lipomas) as you suggest. The cause of lipomas are unknown and tend to run in families. I don't think they can be reduced in size or prevented.
