Probably not: Going through menopause should not in itself be a reason for swelling. It depends a lot on where the swelling is: abdominal bloating vs. Leg swelling. She should see a gynecologist.

Probably not: 40 is very young to actually go through menopause. The perimenopause is a period of many years (variable duration) when women experience many symptoms due to changes in their body's hormone production. Bloating in the abdomen can be a symptom of hormonal imbalance, but other things can cause it as well. Swelling in legs is more often due to blood pressure probs or kidney probs, but may be hormona.
