Depends: Infants have no need for external application of any salve or ointment. If exposed to excessive cold a small amount of unscented Vaseline or chap stick should be adequate. If this is a chronic issue it may be related to a condition called peri-oral dermatitis that would need an evaluation & prescription meds.
