She may need time: A primary care doctor (a pediatrician who cares for teen girls, or a family medicine doctor) can talk with and examine her to see if she is mature enough to have children. Getting married at age 14 or 15 is not done in the U.S. Some teen girls' bodies need more time to mature. If the doctor feels there is nothing wrong with her, then her body should finish maturing over a couple of years.
