Could be serious: This could be a serious immunobullous condition and i recommend that your father get to a dermatologist as soon as possible for evaluation and biopsies. There are also many benign things this could be but please get it checked.

Itching : It could be anything from poison ivy to impetigo. You should see a dermatologist
