He has Phimosis: The foreskin is the area of skin that covers the head of the penis. With erection, the penis lengthens and this skin retracts. Having a foreskin means needing to maintain good hygiene. Daily retraction and cleaning is key. Otherwise inflammation of the foreskin and head can occur. Over time this can scar the foreskin, making it difficult and painful to retract. Circumcision can fix this problem.
