Not necessarily: Exposure to dust can trigger sneezing because of its irritant effect even in non-allergic people, and changes in barometric pressure before it rains can also cause sneezing.

Itching: If you have itchiness of the nasal passages or eyes, this would be classically associated with histamine release. Rain may be associated with higher counts of allergens in the air and may be associated with an increase in allergic symptoms.
