No: Thought broadcasting is the *delusion* that one's thoughts are perceived directly by others. A delusion is an idiosyncratic belief firmly held despite strong evidence to the contrary. Since everyday life gives strong evidence that thoughts cannot be perceived directly by others, a firm conviction that they can would be thought broadcasting, a delusion. "pretty sure" doesn't count.
