They aren't: Babies often develop seborrheic dermatitis shortly after birth, which can look like eczema. However, true atopic dermatitis is extremely rare in neonates. It typically does not appear until at least 3 months of age.

Eczema: Eczema is inherited and can pop up in any age including babies.
