Possibly: The parts external defining gender are present at that stage & a perinatologist with a high resolution ultrasound probe is certainly one capable of finding it if it is visible. You might hold off on decorating the nursery until you are comfortable with the idea, maybe with a second look later on.

No: The genitals at 13 weeks gestation are not yet well enough developed to tell the sex of a fetus reliably.
