First, I need your : Age. It's unlikely a malignancy of the vulva, it's rare. It's both sides and there is nothing palpable, just generalized itching? Does it keep u up? Have u seen a doctor? One thing it could be lichen sclerosis et atrophicus which causes bad itching and u may be getting some relief with the steroid. I would wait for a flare and go in, may need a high potency steroid cream, be informed about ls.
