Depends: Chalk is very drying so if it were to get into your throat the dryness could be irritating. Allergy is possible but i would expect other allergy symptoms such as sneezing, nasal drainage, eye itching, and congestion. If it is allergic then frequent exposure may cause worsening symptoms over time.
