Is it true that if you're allergic to shellfish, then you can't have blond tips?

Not likely: Shellfish allergy is caused by an allergic reaction to the proteins in shellfish "meat" that occurs after ingestion or inhalation of shellfish. I'm not very familiar with "blond tips" but if it's hair dye/coloring, then i suspect there is no shellfish flesh component. It is always helpful to read labels to identify a "hidden" allergen.
