Probably: Neem juice, extracted from the fruit and leaves of the neem plant, known scientifically as azadirachta indica has been advocated for treating many conditions. Neem oil causing allergic contact dermatitis has been published in the medical literature. If a rash has occurred after exposure (especially on more than one occasion) then yes, it definitely could be the neem juice.
