I have been diagnosed with acute vestibular neuritis. it's been 7 months of 24/7 dizziness, off balance and exhaustion. is this normal ?

This is not typical: First off, the diagnosis needs to be confirmed. Vestibular neronitis can give intense spinning sensation which can last 7-10 days sometimes followed by a less severe relapse in the following few weeks. Long term the symptoms should abate. The exception is if the brain never learns to compensate for the damaged inner ear. Specialized physical therapy can sometimes help.
