Depends: Cold exposure can do it; dry skin can; and (obviously) an allergic reaction can. For the first two, usually a moisturizer will help improve it. The allergy needs the triggering item removed to resolve--review what goes on your face (soaps, colognes, shaving, etc.)--if any new ones, stop for a couple days and see if feeling resolves. If not, try the moisturizer, then see dr if that fails.
