Could be dermatitis: While the cold dry air if winter, along w handwashing, can dry the skin, it could be you're sensitive or allergic to some household chemicals. Some people are even allergic to chemicals in liquid soaps & shampoos, especially sodium laurel sulfate. Wear gloves (w/o powder) when cleaning, try a hypoallergenic hand cream & use often, & try using a bar soap like 'dove for sensitive skin'.
