Why are people who are reactive to hepatitis b not allowed to have vaccination?

Already infected?: If someone already has hepatitis b core antibody, they have probably already been infected and vaccination is not helpful. These people need further evaluation to make sure they are not chronically infected. If the reactive state is only to surface antibody, it means the vaccine has already worked and no more is needed.
