No: But it wouldn't matter much, because the individual would be dead. Hemoglobin is what is in the red cells that makes it red, and in the absence of hemoglobin the body and brain do not get any oxygen, so death ensues quickly. There are experimental techniques where oxygen is dissolved directly into plasma at very high levels, but these are experimental. Without rbcs there is no life & no red.

No: The fluid without cells is an amber color unless the red cells have ruptured and leaked hemoglobin.
