Is it possible to be pregnant with a 2 month late period and 2 negative pregnancy test?

Unlikely: Very unlikely! although, i keep hearing these stories and also see people requesting serum pregnancy tests and ultrasound, i've not had a single difference between urine and serum pregnancy test or ulrasound examination. 2 month missed period may just be a case of anovulation (no egg cell exit at mid cycle), so at some point you will get bleeding, but it may be an uncontrolled/exccessive one.

Pregnancy unlikely: Urine pregnancy tests are very accurate, as long as one uses the tests properly and knows how to read the results. If a woman has 2 negative results, and the tests were done several days apart, she is most likely not pregnant. She can contact her primary care or ob-gyn doctor for more information and/or repeat testing later on.
