Yes: Hpv can be transmitted at birth, but it's pretty rare. Occasionally a baby can have tracheal growths caused by hpv but i've never seen it. If there is a massive hpv outbreak, a C-section can be considered, similar to a herpes outbreak, but the odds are so small of transmission it is usually sufficient to be aware of an hpv outbreak.
