May be: All depends on other medical problems. If his heart is ok he may tolerate this low hgb. Talk to his doctors.

If the bleeding has : Stopped probably not, but if he is still bleeding yes. In a stable situation below 7 is now the recommended level before transfusion in the absence of symptoms or ongoing bleeding.
