Probably not: Second hand smoke consists largely of the "tars" - hydrocarbons and other substances that are associated with most of the problems related to tobacco like cancer and lung damage. Certainly the dusts in the curtains may be full of tar-like substances if there is smoking in that room, and a heater (esp with a fan) could help spread it. Have the curtains cleaned regularly and position the fan away.
