Why is it that you feel cold when you are running a high temperature?

A process: Your body runs a fever to change its environment to help it ward off infection. To elevate the temperature, the body shivers and does others things to increase the heat internally. During this process, you will feel cold until the body reaches the effective temperature.

Not always: The body's mechanism - sweat, breathing, etc., is built as safeguards to cool the body when experiencing higher than normal external and internal temps. Don't be fooled, though, and get dehydrated
