Yes: There is typically numbness in the area around the incision.

Yes: A lot depends on the location of the cyst. Whenever there is an incision made through the skin, not only is skin cut but also the nerves that travel in the area. Once cut there will be numbness. The nerves do grow back , albeit slowly. So in most cases the numbness is temporary.
