See below: A combination of Vicks vapo rub with a couple of drops of liquid chlorine bleach mixed in (three drops in a teaspoon of vaporub) can help treat toenail fungus. Get some latex exam gloves and cut off the fingers. Apply the mix to the toe and cover the toe with the latex 'finger'. It will give a certain hydraulic pressure to the mix to force it under the nail.

Possibly: Depending on the causes or etiology of the problem. If the condition was caused by trauma to the nail root there are less chances to repair the damaged nail. However if the problem is a fungus infection then controlling the infection may improve the overall appearance of the nail. Check with your doc for proper diagnosis.
