Sure: 20/20 is the third line from the bottom on the standard eye chart. 20/15 and 20/10 are the two lines below that. Theoretically one could have even better vision that this.

Yes: 20/15 is the line below 20/20 (better), and the probable theoretical limit of vision on the snellen chart based on photoreceptor spacing is ~ 20/8.
