Not sure: Did you hit your toe? Are you diabetic? How long has it been present? Where is it located? Is it getting smaller or larger with time? I would not ignore the blister. Have a podiatrist look at it and possibly drain it for you.

Depends on the cause: There are many types and causes of skin blisters. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections and insect bites can cause blisters on the skin. Have it evaluated by a professional and get the appropriate treatment.
