Confusing question: Embryonal phase is part of prenatal development. The other phase is commonly thought of as fetal. If you are defining rate of growth by how long it takes to double the number of cells (doubling time), the doubling time is shorter during the embryo phase. Partly this is true because of the logarithmic growth pattern.

Embryonal: Embryo has a faster rate of growth. In absolute terms, more weight is gained in the pre-natal stage. Depends on how your view growth.
