My toe nail have a fungus under it so bad it forces my toe nail to bend backwards my toe nail is so hard i can't cut it can this be cured?

Yes: You're in philadelphia. There is a podiatry school and a bazillion podiatrists. Go. If needed, have the nail removed and take a course of lamasil (terbinafine).
