YesButWhyLactoseFree: No clear safety issue: lactose, a sugar (-ose means sugar), the principal sugar in mammalian milk, including human, & derived products. Food processing for extra cost is a big industry, but that does not mean necessary/safer/healthy. Some do not make as much lactase, a digestive enzyme for lactose, as adults; more common in people of asian heritage. However many other reasons some don’t like milk.
