Use Rx medication: This sounds like angular blepharitis, or eyelid dermatitis. You should see an ophthalmologist to check for infection, inflammation or other abnormality of the eyelids. Usually a short course of prescription topical antibiotic / steroid combination eye ointment will cure it.
