Thoracic outlet?: This may be thoracic outlet syndrome. Some people have a rib that sits close to an artery that sends blood to the arms. When you raise your arms over your head, the rib squishes the artery, so you don't get as much blood flow. It can be fixed with surgery. It could also be a nerve issue or a muscle problem, so you should get checked out.
