My 2 yr old has started to hump her stuffed animals & pillows. what does this mean? is it a form of masturbation? do i make her stop or set boundaries

Possible uti: Your child may have a urinary tract infection or may have a diaper rash in the vaginal and she is humping to relieve the itching or pain . It is possible that he may be masturbating but she a little young yet. As to approach i would check for other causes, if none found i would not make an issue of he thumping. This too shall pass.
