Not really, but. . .: There are laser and rf (radio frequency) devices that can make miniimal improvements in the appearance of stretch marks. Investigate carefully and see lots of before and after photographs of real patients before you decide to "buy." the usual (and honest) answer to your question is no, only surgical removal (as in tummy tuck) can remove stretch marks. At 19, yours are normal hormonal-caused marks.

Prevention is best: Stretch marks are scars under the surface layer of the skin. Once you have them, just like any other scar, they are permanent. While many creams or lasers may help improve the appearance of stretch marks, none will permanently remove them. Using a good moisturizer to help the skin maintain its elasticity is the best way to help prevent stretch marks from coming.
