Zero: I am assuming you are referring to circumcision of male newborns. No one advocates for the routine use of neonatal circumcision in the U.S. Both the american academy of pediatrics and the american urological association feel there are potential health benefits to circumcision; but, the benefits and risks must be weighed on an individual basis. Parents must choose what they feel is best.

Matter of Choice: Circumcision in us has to be done at birth before discharged from the hospital.If prepuce gets infected, it is done under general anesthesia.In poor countries circumcision is done with local anesthesia or part of medical mission work.
