Femur fracture: Isometric muscle strengthening exercises and weight bearing on the affected extremity with the assistance of crutches will be helpful.The goal is to strengthen the muscles supporting the fractured bone. However, i would refer this patient to contact to an orthopedic surgeon.

Not really: A toddler would likely have been treated in a spica cast. That might make the joints stiff and weaken the muscles. Typically, a toddler will do his/her own therapy by just playing. If they still have weakness or stiffness after a month or so then therapy might be used.
