Usually 3-5: Some kids grasp this concept earlier than others. First, don't correct them a lot, but model the proper verb tenses. If they say "i 'goed' to the park" you might reply with "oh, you went to the park?" constantly actively correcting them actually just creates tension, it doesn't improve language. Exposure to proper speaking adults and school will work on these issues.

It depends: In english, tenses are complex, and children repeat what they hear. They also can resist correction, or fail to pay attention to things which they do not consider important. Some children use good grammar as early as three; others can take until middle or late elementary school, hence the language curriculum there. Try praising correct use rather than criticizing mistakes.
