"Wink" or "Blink" ?: If she winks with one eye, something may be in it or irritating it. If both blink & water when she's outside on sunny days, it could be from congenital cataracts. If she blinks all the time, it could be from other issues. Ask your pediatrician for a referral to a pediatric ophthalmologist if (s)he can't tell if there's a problem or not. I'll also refer your question to our experts in that field.
