Could be many things: There could be many explanations for these. Skin lesions are difficult to assess without being seen. These appear to be eczema lesions. But many other conditions can be present as well. Your doctor can straighten this out.

Eczema: Eczema is a term for several different types of skin swelling. Eczema is also called dermatitis. It is not dangerous, but most types cause red, swollen and itchy skin. Factors that can cause eczema include other diseases, irritating substances, allergies and your genetic makeup. Eczema is not contagious. See the dermatologist for treatment.
