If the finger is : Rotated due to a fracture that has healed in malposition then either correcting the fracture or doing an osteotomy ( cutting the bone) of the metacarpal can be done to straighten. But many fingers overlap if bent slowly one by one but if bent together they do not..Thisis a normal thing. Also many figners have a slight bit of deviation or tilt to the joint that is normal too.

Broken fingers can: If an overlapping finger is due to an injury, this can be surgically fixed. If you were born with crooked fingers, this can not be fixed.
