Ear plugged: Several possibilites. Your external ear canal may be partially or fully blocked with ear wax, or your eustachean tubes may be congested. You may have an infection or injury to the ear. Is this recent problem or on going? Best to get medical help if it continues.

Wax: It could be wax or the eusachian tube not working... Like when you come down during a plane. If you think your hearing is down... Get this checked asap! acute hearing loss must be evaluated and treated within 2 weeks or the chances of recovery are very poor.
