Plastic surgeon!: There are many technologies and physicians who claim ability to tighten loose skin, but all of these work to a minimal degree at most. Peels, lasers, and dermabrasion can tighten surface wrinkles, but if the skin and underlying tissues are lax, you will simply change your wrinkled jowls to smooth jowls. The same goes for abdominal skin stretched by pregnancy or deflated after massive weight loss!

Plastic surgeon.: Loose skin cannot be exercised, lasered, ultrasonically or radio frequency treated with any significant degree of improvement (though all of these "work" to minimal degrees). Only skilled plastic surgical excision can remove excess loose skin and tighten what remains. Peels, laser, etc. Only work on the surface wrinkles, not loose skin or subcutaneous tissue. That takes plastic surgery!
