Depends on Cause: Often such red circles can be related to eye allergy or a topical dermatitis of the skin (such as sensitivity after something got rubbed against the eyes). Rarely, associated infections or other serious conditions could be evolving. If any pain (especially with eye movement) or change in vision or increasing redness occurs, see your eye md (ophthalmologist) or pediatrician soon.
