Can be.: Typically, a lower heart rate is a reflection of good cardiovascular shape. For example, professional bicyclers can have resting hr in the upper 30's per minute. The exception to the low resting heart rate comments above would be if you have symptoms from low heart rate or if your heart rate cannot raise normally with exertion. These people require evaluation to see if they need a pacemaker.
