Could be, but: I assume your thyroid has been checked already if you say your blood tests are normal. Are your blood pressure and pulse high when you are anxious only or also at times when you are relaxed? Are you doing something for stress management? Meditation, for example. Qi gong has been shown to lower blood pressure, as have deep breathing exercises.

You asked, "Bp and pulse sometimes up when relaxed. Not sure what blood tests done. Would thyroid be likely? Worth retesting?" Thyroid is possible, but is not likely to cause fluctuations in BP or pulse. See your doctor again.
