Many things: There are many causes of itchiness when exercising. Most common is an irritation due to type of fabric that is in contact with your legs. If you have allergies, you may be have an allergy to the clothing that is in contact with your legs or you may be having heat urticaria, i.E- when you get hot you have an allergic reaction. Seek medical attention for a proper diagnosis.
