Coincidental: The rash and swelling are probably from something else. There might be teething going on, but you should see your pediatrician to check the fever, rash and swelling.

Teething?: Not really enough info to tell for sure, and many schools of thought discount the fever associated with teething as not an expected phenomenon, but all 6 of my kids had swelling in the gums, fever, diarrhea when they were teething, so I have a different opinion than some of the other child experts.
