Mostly yes: Sometimes as a family doctor, i will send the MRI to the specialist before the patient's appt. In general, most specialist won't give an opinion on any radiological test without seeing you. Its a bit inconvenient but to your ultimate benefit. Phone medicine is not optimal. Hope this helps and try to avoid surgery if possible.

Yes its normal: I know you probably dont want to go to another dr appointment pay the copay etc, but to give you a full second opinion the ortho doc needs to see you. Its normal for them to do this before they recommend surgery or other treatments as they need to examine you and look at your scans.
